Opening and Introduction by President David Leathers
Presentation by Clark County Deputy Fire Marshal Jarin Wong:
- Reported that there was no determination of the cause of the fire at Space 31. The burning was so intense that he could not identify the source of ignition. Since one of the residents was in the garage within 30 minutes of the fire being reported he surmised there was a human factor involved.
- Reported on common causes of fires and various safety tips to avoid them.
In response to question about access to fire in #31 given no left turns and back gate locked, Wong commented that there was no reported delay and response time of 7 minutes was adequate. Also once first truck was on the scene there was no need for later trucks to use back gate.
President David spoke about the history of this association and mission of being prepared for a potential park sale. Once the sale notice came the Association Board reacted quickly and extensively with numerous letters and notices. Yet park owners responded only once with “cryptic” numbers to claim a $42 million valuation.
Included were comments about ROC Northwest, the federal agency designated to facilitate sales to resident-owned organizations, having no experience with this size of transaction. David reviewed the many steps and meetings that took place among our Board members, our attorney, and ROC NW to facilitate a sale and the complete lack of cooperation from park owners. At this time there is no information about any sale.
President David spoke further about the purpose of our Association Board from its origins until now and into the future:
- Be prepared to respond to any future sale of park.
- Encourage participation in park-wide activities; both those sponsored by the Board and those non-board social activities that have been running in the park and publicized by Peggy Clements.
He emphasized the Board always welcomes ideas and volunteers from park residents.

Vice President Linda Huettl reported on status of Clark County Zoning:
- The existing moratorium on park re-development expires on Mar. 14, 2027.
- There is an ongoing process supported by County Councilors to have permanent zoning protection for manufactured housing parks as part of maintaining housing affordability. Linda and the Board will keep track of this process and prepare testimony at the appropriate time.
Linda encourages all of us to be aware of community wide matters especially the local elections taking place this year.
President David thanked retiring Board members Janet Mauldin and Michael Shepherd. He also was thanked for his service over the past three years as President and Board member.
Returning Board members Margaret Fedje and Elaine Meyers were introduced.

It was moved, seconded and approved by voice vote to elect the full slate. There were no opposing votes nor abstentions.
The following questions and comments were raised from the attending residents:
- Any chance of acquiring Space 144 as a club house/office? Followed by discussion of petitioning Werners to provide it as additional service.
- Ongoing concern about cars speeding through the entrance and through the park. It happens, so we must all be aware.
- Thank you to David Leathers.
- Expressed disappointment at fire trucks and ambulances saying no problem with park access.
- What happens if park is sold (implied for redevelopment)? Suggests we lobby for law requiring full value reimbursement rather than current small percentage.
- Sharon Peavy, AMHO Director commented on their ongoing legislature lobbying and about an upcoming AMHO state-wide meeting in Vancouver.
- Comment about the 1st street barriers to turning.
- Why is space rent so expensive? Response: Profit to owners.
